การวิจัยเรื่อง การพัฒนารูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ผู้วิจัยกำหนดวิธีการดำเนินการวิจัยโดยใช้กระบวนการวิจัยและพัฒนา (Research and Development) มีวัตถุประสงค์ของการวิจัยเพื่อ (1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3(2) สร้างรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 (3) ทดลองใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 และ (4)ประเมินประสิทธิภาพของรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 กลุ่มตัวอย่าง ได้แก่ ครู จำนวน 18 คน คณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 13 คน คณะกรรมการบริหารห้องเรียนละ 1 คน จำนวน 11 คน และนักเรียนตัวแทนนักเรียนชั้นประถมศึกษาปีที่ 5-6 และนักเรียนมัธยมศึกษาปีที่ 1-3 ห้องเรียนละ 10 คน จำนวน 50 คน รวมทั้งสิ้นจำนวน 92 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1.ผลการศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 1.1) ผลการศึกษาองค์ประกอบของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่าย และการพัฒนาคุณธรรม จริยธรรมของนักเรียน พบว่า องค์ประกอบของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่าย ประกอบด้วย 1) การมีส่วนร่วมในการตัดสินใจ 2) การมีส่วนร่วมในการดำเนินการ 3)การมีส่วนร่วมรับผลประโยชน์ และ4)การมีส่วนร่วมในการประเมินผล และการพัฒนาคุณธรรมของนักเรียน ประกอบด้วย ความขยันหมั่นเพียร ความประหยัด ความซื่อสัตย์ ความมีวินัยความสุภาพ ความสะอาด ความสามัคคี และความมีน้ำใจ 1.2) ผลการศึกษาระดับความเหมาะสมขององค์ประกอบของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่าย และการพัฒนาคุณธรรม จริยธรรมของนักเรียนและตัวชี้วัดของคุณธรรม จริยธรรมของนักเรียน พบว่า อยู่ในระดับมากที่สุด การพัฒนาคุณธรรม จริยธรรมของนักเรียนและตัวชี้วัดของคุณธรรม จริยธรรมของนักเรียน พบว่าอยู่ในระดับมากที่สุด 1.3) ผลการศึกษาสภาพปัจจุบันของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 อยู่ในระดับน้อย และสภาพที่พึงประสงค์ของการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 อยู่ในระดับมาก และ 1.4) ผลการศึกษาแนวทางการพัฒนารูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 จากโรงเรียนที่มีวิธีปฏิบัติที่เป็นเลิศ (Best Practices) จำนวน 2 โรงเรียน ได้แก่ 1) โรงเรียนบ้านจารย์ และ2) โรงเรียนบ้านขนาดมอญกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารโรงเรียน และครูวิชาการ

2.ผลการสร้างรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 2.1) ผลการยกร่างรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ประกอบด้วย 1) หลักการของรูปแบบ 2) วัตถุประสงค์ของรูปแบบ 3) วิธีดำเนินงานของรูปแบบ 4) เงื่อนไขความสำเร็จในการนำรูปแบบไปใช้ และ5) แนวทางในการประเมินผลรูปแบบ และคู่มือการใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ประกอบด้วย 1) บทนำ 2) เนื้อหา 3) การนำรูปแบบสู่การปฏิบัติ 4) การกำกับ ติดตาม และประเมินผล และ 5) รายการอ้างอิง 2.2) ผลการตรวจสอบยืนยันร่างรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 โดยผู้ทรงคุณวุฒิ จำนวน 9 คน ด้วยการสนทนากลุ่ม (Focus Group Discussion) ด้านความเป็นไปได้ (Feasibility Standard) พบว่า อยู่ในระดับมาก ด้านความถูกต้อง (Accuracy Standards) พบว่า อยู่ในระดับมาก และผลการตรวจสอบยืนยันคู่มือการใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ด้านความเป็นไปได้ (Feasibility Standard) พบว่า อยู่ในระดับมาก ด้านความถูกต้อง (Accuracy Standards) พบว่า อยู่ในระดับมาก

3. การทดลองใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 3.1) ผลการศึกษาสภาพการดำเนินการตามรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่า สภาพการดำเนินการก่อนใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่า อยู่ในระดับน้อย และผลการศึกษาสภาพการดำเนินการหลังใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่า อยู่ในระดับมาก 3.2) ผลการประเมินความรู้ ความเข้าใจ และทักษะการปฏิบัติคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ของครูโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่า คะแนนทดสอบหลังใช้รูปแบบ คะแนนรวม 319 ร้อยละ 88.61 ค่าเฉลี่ย 17.72 และส่วนเบี่ยงเบนมาตรฐาน 1.18 เมื่อพิจารณา t-test พบว่า แตกต่างอย่างมีนัยสำคัญทางสถิติที่ระดับ .000 3.3) ผลการศึกษาการพัฒนาคุณธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่า อยู่ในระดับมาก เมื่อจำแนกรายด้านเรียงลำดับสูงสุด ได้แก่ ความซื่อสัตย์ อยู่ในระดับมาก รองลงมา ได้แก่ ความขยัน อยู่ในระดับมาก และ 3.4) ผลการประเมินความพึงพอใจต่อรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ของครู คณะกรรมการสถานศึกษาขั้นพื้นฐานและคณะกรรมการบริหารห้องเรียน พบว่า อยู่ในระดับมาก และผลการประเมินความพึงพอใจของนักเรียนต่อรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่า อยู่ในระดับมาก

4. ผลการศึกษาการประเมินประสิทธิภาพของรูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรม จริยธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ด้านความเป็นประโยชน์ (Ulitty stand-ard) พบว่า อยู่ในระดับมาก และ ด้านความเหมาะสม (Propriety standard) พบว่า อยู่ในระดับมาก และผลการศึกษาการประเมินประสิทธิภาพของคู่มือการใช้รูปแบบการบริหารโดยการมีส่วนร่วมของชุมชนภายใต้ภาคีเครือข่ายเพื่อพัฒนาคุณธรรมของนักเรียนโรงเรียนบ้านตาแตรวทัพดัด สำนักงาน เขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ด้านความเป็นประโยชน์ (Ulitty standard) พบว่า อยู่ในระดับมาก และด้านความเหมาะสม (Propriety standard) พบว่า อยู่ในระดับมาก

Research on Development of Community Participatory Management Mod-el under the Network Partnership to develop morality and ethics of students at Ban Ta Trae Thap Dat School Surin Primary Educational Service Area Office 3. The re-searcher determined the research method using the research and development process (Research and Development). The objective of the research was to (1) study the current situation and the desired situation of administration with community participation under the network partners to develop morality and eth-ics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3. (2) Create a management model with community participation under the network to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3. (3) Exper-iment with the management model with community participation under the net-work partners to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3 and (4) Evaluate the effec-tiveness of the management model by community participation under the network partners to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3. The sample group consist-ed of 18 teachers, 13 Basic Education Commission members, 11 executive commit-tee members (1 person per classroom), and 50 representative students from grades 5-6 and 10 from grades 7-9, totaling 92 students. The research instruments used were questionnaires and interviews, frequency, percentage, mean and stand-ard deviation.

The research results found that

1. Results of the study of the current and desired conditions of communi-ty participation management under the network to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3

1.1) The results of the study of the components of administration with community participation under the network and the development of students’ morality and ethics found that the components of administration with community participation under the network consist of: 1) Participation in decision making, 2) Participation in action, 3) Participation in receiving benefits, and 4) Participation in evalua-tion and development of students’ morality, including diligence, thrift, honesty, discipline, politeness, cleanliness, unity, and kindness. 1.2) The results of the study on the appropriateness of the components of admin-istration with community participation under the network partners and the devel-opment of student morality, ethics and indicators of student morality, ethics were found to be at the highest level. The development of student morali-ty, ethics and indicators of student morality, ethics were found to be at the highest level. 1.3) The results of a study of the current state of administration with com-munity participation under a network of partners to develop morality and ethics of students at Ban Ta Traeo Thap Dat School, Surin Primary Educational Ser-vice Area Office, Area 3, were at a low level, and the desired state of administration with community participation under a network of partners to develop morality and ethics of students at Ban Ta Traeo Thap Dat School, Surin Primary Educa-tional Service Area Office, Area 3, was at a high level, and 1.4) Results of the study of guidelines for developing a management model with community participation under a network to develop morality and ethics of students at Ban Ta Traeo Thap Dat School, Surin Primary Educational Service Area Office 3, from 2 schools with excellent practices (Best Practices), namely 1) Ban Charoen School and 2) Ban Kham Mon School. The group of information providers included school administrators and academic teachers.

2. Results of the development of a management model with community participation under the network to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3. 2.1) The results of drafting the management model with community participation under the network partners to develop morality and ethics of students at Ban Ta Traeo Thap Dat School, Surin Primary Educational Service Area Office 3 consist of 1) principles of the model, 2) objectives of the model, 3) methods of operation of the model, 4) conditions for success in implementing the model, and 5) guidelines for evaluating the results of the model and the manual for using the management model with community participation under the network partners to develop morality and eth-ics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3, consisting of 1) Introduction 2) Content 3) Putting the model into practice 4) Supervision, monitoring and evaluation and 5) Reference list. 2.2) The results of the verification of the draft of the management model by community participation under the network partners to develop the morality of stu-dents at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3 by 9 qualified persons through group discussions (Focus Group Discus-sion). In terms of feasibility (Feasibility Standard), it was found to be at a high level. In terms of accuracy (Accuracy Standards), it was found to be at a high level. And the results of the verification of the manual for using the management model with community participation under the network partners to develop the morality of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3, in terms of feasibility (Feasibility Standard), found that it was at a high lev-el. In terms of accuracy (Accuracy Standards), found that it was at a high level.

3. Experimental used of community participation management model un-der the network to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3. 3.1) The results of the study of the operating conditions according to the management model with com-munity participation under the network partners to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Ser-vice Area Office 3 found that the operating conditions before using the community participation management model under the network partners to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3, were found to be at a low level. And the results of the study of the operating conditions after using the management model with community participation under the network partners to develop morality and ethics of stu-dents at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3, found that it was at a high level. 3.2) The results of the assessment of knowledge, understanding, and skills in practicing morality and ethics of stu-dents at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3 found that Pre-test scores before using the format, total score 226, percent-age 62.78, mean 12.56, and standard deviation 1.46. And the results of the study of the assessment of knowledge, understanding, and skills in practicing morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Ser-vice Area Office 3 found that the post-test scores were 319, 88.61 percent, mean 17.72, and standard deviation 1.18. When considering the t-test, it was found that there was a statistically significant difference at the .000 level and the results of the study on the development of morality of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3 found that it was at a high level and 3.3) The results of the satisfaction assessment on the management model by community participation under the network partners to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Ser-vice Area Office 3 of teachers, Basic Education Commission and Classroom Admin-istration Committee found that it was at a high level.

4. The results of the study of the efficiency assessment of the manage-ment model by community participation under the network partners to develop morality and ethics of students at Ban Ta Trae Thap Dat School, Surin Primary Edu-cational Service Area Office 3, in terms of usefulness (Ulitty standard) found that it was at a high level. And in terms of appropriateness (Propriety standard), it was found to be at a high level and the results of the study of the efficiency assess-ment of the manual for using the management model with community participa-tion under the network partners to develop the morality of students at Ban Ta Trae Thap Dat School, Surin Primary Educational Service Area Office 3, in terms of use-fulness (Ulitty standard) found to be at a high level and in terms of appropriateness (Propriety standard) found to be at a high level.
