บทคัดย่อ

ในการวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อประเมินผลการดำเนินงานโรงเรียนส่งเสริมสุขภาพสำหรับสถานศึกษาสังกัดเทศบาลเมืองราชบุรี และเพื่อศึกษาปัจจัยที่ส่งผลต่อการดำเนินงานโรงเรียนส่งเสริมสุขภาพอย่างยั่งยืนสำหรับสถานศึกษาสังกัดเทศบาลเมืองราชบุรี

กลุ่มตัวอย่างประกอบด้วย ผู้บริหารโรงเรียน ครูผู้รับผิดชอบโครงการ เจ้าหน้าที่ สาธารณสุข คณะกรรมการสถานศึกษา ผู้ปกครองและนักเรียนโรงเรียนสังกัดเทศบาลเมืองราชบุรี ภาคเรียนที่ 2 ปีการศึกษา 2560 จำนวน 516 คน ซึ่งได้มาด้วยวิธีการสุ่มแบบเป็นสัดส่วน (Proportional Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย แบบสอบถามเป็นแบบมาตราส่วนประมาณค่า (Rating Scale) กำหนดคำตอบข้อความ 5 ระดับ ซึ่งมีความเชื่อมั่น (reliability) เท่ากับ 0.97 การวิเคราะห์ข้อมูลใช้โปรแกรมสำเร็จรูป SPSS for windows สถิติที่ใช้คือ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า การประเมินผลการดำเนินงานโรงเรียนส่งเสริมสุขภาพในภาพรวมอยู่ในระดับมาก แยกเป็นรายด้านดังนี้ ด้านบริบทอยู่ในระดับมาก มีการกำหนดบทบาทวัตถุประสงค์ มีความเป็นไปได้จริงตามแผนพัฒนาการศึกษาของเทศบาล ด้านปัจจัยนำเข้า อยู่ในระดับมาก โรงเรียนมีห้องพยาบาลและเครื่องเวชภัณฑ์ดูแลการเจ็บป่วย เบื้องต้นอยู่ในระดับมาก รองลงมาคือ มีการกำหนดนโยบายและการวางแผนจัดกิจกรรมได้อย่าง เหมาะสม ด้านกระบวนการ มีการประชุมวางแผน เจ้าหน้าที่เกี่ยวข้องและการจัดกิจกรรมส่งเสริม สุขภาพอย่างต่อเนื่อง รองลงมาคือ การแต่งตั้งกรรมการและ การรายงานผลการประเมินโครงการ ทันตามระยะเวลาที่กำหนด ด้านผลผลิตอยู่ในระดับมากที่สุด การปฐมพยาบาลเบื้องต้นเมื่อนักเรียนเจ็บป่วย และรองลงมาอยู่ในระดับมาก การเผยแพร่ข่าวสาร และการควบคุมโรคที่มาตามฤดูได้อย่างทันท่วงที

แบบประเมินความพึงพอใจของนักเรียนที่มีต่อการบริการโรงเรียนส่งเสริมสุขภาพในระดับมาก การจัดให้โรงเรียนเป็นเขตปลอดบุหรี่ เครื่องดื่มแอลกอฮอล์ทุกชนิด และรองลงมาการให้ ความรู้ในเรื่องรับประทานอาหารปรุงสุกใหม่ ๆ

ปัจจัยที่ส่งผลต่อการดำเนินงานโรงเรียนส่งเสริมสุขภาพอย่างยั่งยืน คือ ภาวะผู้นำและความกระตือรือร้นของผู้บริหาร ความรู้สึกเป็นเจ้าของโครงการและการทำงานเป็นทีมของผู้รับผิดชอบโครงการ การมีส่วนร่วมของชุมชน ผู้ปกครองและนักเรียน การสนับสนุนและให้คำแนะนำของเจ้าหน้าที่สาธารณสุข ทำให้โครงการประสบผลสำเร็จและนำมาสู่การเป็นโรงเรียนตนแบบในด้านการบริหารจัดการได้เป็นอย่างดี

ABSTRACT

The purposes of this research were to evaluate the health promotion school in municipal schools under Ratchaburi Municipality, and to study the factor affecting the operation of health promotion school performance in municipal schools under Ratchaburi Municipality.

The sample group consisted of 516 persons, including school administrators, teachers who were responsible of the project, public health officials, members of school committee, students’ parents, and students of municipal schools under Ratchaburi Municipality , in the second semester of academic year 2017. They were selected by proportional stratified random sampling. A constructed 5-level rating scale questionnaire with the reliability of 0.97 was used as a tool to collect data. The statistics used for data analysis were mean and standard deviation through SPSS for Windows.

The results of the evaluation of health promotion school project were overall at a high level. On the context, the health promotion project was at a high level. The goals and the roles of the project were set, with the possibilities of developing substantive plan of the municipality. On the input, the health promotion project was at a high level. The schools had health rooms, equipped with sufficient facilities for the first aid. Also the policy and plan for organizing activities were appropriately set. On the process, there were meetings for related personnel on organizing health promoting activities every so often. The committee for the project was appointed and the report on the evaluation of the project was submitted within the specified time. On the output, the health promotion project was at the highest level on the first aid for sick students. At the high level was disseminating information and taking a prompt action in the control of seasonal diseases.

The evaluation results of students’ satisfaction toward the service of health promotion school project were at a high level. The school was set as a no-smoking area and all kinds of alcoholic drinks were not allowed. Also the knowledge on consuming freshly cooked food was imparted to students.

On the factors that affecting the operation of the health promotion school project were as follows: the leadership and enthusiasm of administrators; the sense of partnership of the project and the teamwork of related personnel in charge of the project; the participation of communities, students’ parents and students; and the support and advice of public health officials. This would enable the project to be successful and put the school to be the performance of health promotion school.
