บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ อำเภอบางละมุง จังหวัดชลบุรี การดำเนินการวิจัยแบ่งออกเป็น 4 ขั้นตอน ดังนี้ 1) การศึกษาข้อมูลพื้นฐานสำหรับการสร้างรูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ มีวิธีปฏิบัติที่ดีของโรงเรียน และการสัมภาษณ์ผู้ทรงคุณวุฒิ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา 2) การสร้างรูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ โดยนำข้อมูลจากขั้นตอนที่ 1 มากยกร่างรูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ ตรวจสอบความเหมาะสมของรูปแบบด้วยการสอบถามผู้ทรงคุณวุฒิ 3) ทดลองใช้รูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ กลุ่มเป้าหมายได้จากการเลือกแบบเจาะจง และ 4) การประเมินรูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ ด้วยการตอบแบบสอบถามและรับทราบความคิดเห็นจากผู้ตอบแบบสอบถาม วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า 1) ผลการศึกษารูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ อำเภอบางละมุง จังหวัดชลบุรี พบว่า ผลการศึกษารูปแบบได้นำหลักการ แนวทางการเรียนรู้ศาสตร์พระราชา ประกอบด้วย 1. ศาสตร์พระราชาโดยมิติ “เข้าใจ เข้าถึง พัฒนา 2. ศาสตร์พระราชาโดยมิติ “ภูมิสังคม” 3. ศาสตร์พระราชาโดยมิติ “การสร้างคนด้วยการศึกษาและการเรียนรู้” 4. ศาสตร์พระราชาโดยมิติ “หลัก 3 ป.” ปฏิบัติ ปริยัติ และปฏิเวธ 5. ศาสตร์พระราชาโดยมิติ “หลักการทรงงาน 23 ข้อ” รูปแบบการบริหารตามศาสตร์พระราชา ประกอบด้วย ศาสตร์พระราชา การบริหารคุณภาพแบบมีส่วนร่วม หลักปรัชญาของเศรษฐกิจพอเพียงในสถานศึกษา ขอบข่ายการบริหารงานและเกณฑ์การพัฒนา ประกอบด้วย ขอบข่ายการบริหารงาน 1.การบริหารงานวิชาการ 2.การบริหารงานงบประมาณ 3.การบริหารงานบุคคล 4.การบริหารทั่วไป เกณฑ์การพัฒนา 1. ด้านการบริหารจัดการสถานศึกษา 2. ด้านหลักสูตรและการจัดการเรียนการสอน 3. ด้านการจัดกิจกรรมพัฒนาผู้เรียน 4. ด้านการพัฒนาบุคลากรของสถานศึกษา 5. ด้านผลลัพธ์/ภาพความสำเร็จคุณภาพผู้เรียนในสถานศึกษา ประกอบด้วย ความฉลาดทางศีลธรรม ความฉลาดทางอารมณ์และการเล่น ความฉลาดทางปัญญา ความฉลาดคิดริเริ่มสร้างสรรค์และการแก้ปัญหา และความฉลาดทางสังคม ปัจจัยแห่งความสำเร็จ ประกอบด้วย 9 คำที่พ่อสอน พระบรมราโชวาทในพระบาทสมเด็จพระเจ้าอยู่หัว รัชกาลที่ 9 และองค์การแห่งการเรียนรู้ 2) การสร้างรูปแบบมีความเหมาะสมและความเป็นประโยชน์อยู่ในระดับมากที่สุด ได้รูปแบบ ประกอบด้วย 5 องค์ประกอบ ดังนี้ 1) แนวทางการเรียนรู้ศาสตร์พระราชา 2) รูปแบบการบริหารตามศาสตร์พระราชา 3) ขอบข่ายการบริหารงานและเกณฑ์การพัฒนา 4) คุณภาพผู้เรียนในสถานศึกษา และ 5 ปัจจัยที่แห่งความสำเร็จ 3) ผลการทดลองใช้รูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ พบว่า รูปแบบมีความสอดคล้องของการดำเนินงานโดยรวมอยู่ระดับมากที่สุด ผลการประเมินคู่มือการใช้งานตามรูปแบบ พบว่า คู่มือการใช้รูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนมีความเหมาะสมโดยรวมอยู่ในระดับมาก และผลการประเมินความฉลาดทางปัญญาผลสัมฤทธิ์ทางการเรียน พบว่า รูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนมีความสอดคล้องของการดำเนินงานโดยภาพรวมอยู่ระดับมากที่สุด ผลการประเมินความฉลาดทางปัญญาผลสัมฤทธิ์ทางการเรียนมีพัฒนาการและผลสัมฤทธิ์ที่สูงขึ้นกว่าที่สถานศึกษากำหนดอย่างต่อเนื่อง 3 ปี 4) ผลการประเมินความเป็นไปได้และความประโยชน์ของรูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนของโรงเรียนอนุบาลเทศบาลเมืองหนองปรือ พบว่า ผู้ทรงคุณวุฒิมีความเห็นว่ามีความเป็นไปได้และมีความเป็นประโยชน์อยู่ในระดับมากที่สุด และผลการประเมินความพึงพอใจของรูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียน พบว่า บุคลากรทางการศึกษามีความเห็นว่ามีความพึงพอใจต่อรูปแบบอยู่ในระดับมากที่สุด

Title: A Management Model Based on the King’s Philosophy for Enhancing Learner Quality at Nong Prue Municipal Kindergarten School, Bang Lamung District, Chonburi Province

Abstract

This research aimed to develop a management model based on the King’s Philosophy to enhance learner quality at Nong Prue Municipal Kindergarten School, Bang Lamung District, Chonburi Province. The research process was divided into 4 steps. 1) foundational data were studied to develop a management model based on the King’s Philosophy for enhancing learner quality at Nong Prue Municipal Kindergarten School. This included best practices from schools and expert interviews, with data analyzed through content analysis. 2) the management model was developed using data from the first step, with a draft version created and its appropriateness verified through consultations with experts. 3) the management model was implemented, with the target group selected through purposive sampling. 4) the management model was evaluated through questionnaires and feedback from respondents, with data analyzed using mean and standard deviation.

Research Findings 1.) The study on the management model based on the King’s Philosophy to enhance learner quality at Nong Prue Municipal Kindergarten School, Bang Lamung District, Chonburi Province, revealed that the model applied the principles and learning approaches of the King’s Philosophy. These included: 1. The King’s Philosophy in the dimension of "Understand, Access, Develop." 2. The King’s Philosophy in the dimension of "Localism." 3. The King’s Philosophy in the dimension of "Human Development through Education and Learning." 4. The King’s Philosophy in the dimension of "The Three P’s": Practice, Study, and Attainment. 5. The King’s Philosophy in the dimension of "The 23 Principles of Royal Initiatives." The management model based on the King’s Philosophy consisted of the King’s Philosophy, participatory quality management, and the Sufficiency Economy Philosophy in educational institutions. The framework for administration and development criteria included the scope of administration and development criteria. The scope of administration consisted of 1. Academic administration. 2. Budget administration. 3. Personnel administration. 4. General administration. The development criteria included: 1. Educational institution management. 2. Curriculum and instructional management. 3. Student development activities. 4. Personnel development in the educational institution. 5. Learning outcomes and indicators of student success in the institution, consisting of moral intelligence, emotional and play intelligence, cognitive intelligence, creativity and problem-solving intelligence, and social intelligence. The success factors included the "Nine Teachings of the King," the Royal Remarks of His Majesty King Rama IX, and the concept of a learning organization. 2) The development of the model was found to be highly appropriate and beneficial. The model consisted of five key components: (1) learning approaches based on the King’s Philosophy, (2) the management model based on the King’s Philosophy, (3) the scope of administration and development criteria, (4) learner quality in the institution, and (5) success factors. 3) The results of implementing the management model based on the King’s Philosophy to enhance learner quality at Nong Prue Municipal Kindergarten School indicated that the model demonstrated the highest level of overall operational alignment. The evaluation of the user manual for the model found that the manual was highly appropriate overall. Additionally, the assessment of cognitive intelligence and academic achievement showed that the management model based on the King’s Philosophy exhibited the highest level of overall operational consistency. The evaluation of cognitive intelligence and academic achievement further revealed continuous improvement, with achievement levels consistently exceeding the institution’s set targets for three consecutive years. 4) The evaluation of the feasibility and benefits of the management model based on the King’s Philosophy to enhance learner quality at Nong Prue Municipal Kindergarten School revealed that experts considered the model to be highly feasible and beneficial. Additionally, the evaluation of satisfaction with the management model showed that educational personnel expressed the highest level of satisfaction with the model.
